Subcontracting 1. SLA is a Service Disabled
Veteran Owned Small Business and per instructions do not include a subcontracting
plan. All Team members of SLA are registered on SeaPort e Contractor
Information Registration Site.
2. Subcontracting Overview – The % goals in the RFP are specifically addressed in the Cost Narrative. The SLA Contracts, with support from SLA Operations, is responsible to ensure that all subcontracts are awarded and managed in accordance with all applicable laws, statutes, Government Procurement Regulations, and SLA internal policies and procedures. The Contracts Department is the authorized representative for SLA and is responsible for managing all phases and aspects of all subcontracts and purchase orders. The Program Director is ultimately responsible for interfacing with the Contracts Department on all aspects of subcontractor cost, schedule, and performance. The Project Manager coordinates any required task order modification processes with the Government program management and technical personnel. The Task Order Manager is authorized to provide day-to-day technical direction to subcontractors supporting his task, as long as that direction is within the scope of the subcontract Task Order. Contract and subcontract direction and PCO/CO interface reside with the Contracts Department. Subcontractor staff and consultants are integrated into the Task IPT and are given access through the IDE to needed technical, administrative, status reports, labor and other costs, invoices, and contract data. 3. Savings Flow Down to Team Members – We have all seen prime contractors that push their subs for lower prices, only to keep the increased profits for themselves. When we team with other companies, our commitment is to the entire team – government as well as contractor. Because of this, any savings from our subcontractors will be passed on to the government. Likewise, any savings resulting in actions from the government (i.e. GFE, decreased requirements, etc.) will be shared with our subcontractors. Result – fair cost and savings environment. |
